Construction Work Flow
建校 / School Construction：
資助建校部份 / Subsidizing
school construction：
中國舊校提出申請 → 中國義工審核 →美國義工審核 → 核准後 →通知當地立即建校，同時燃燈匯出1/2建校款 →中國義工或相關單位監督建校工程進度及品質 → 竣工→匯出剩餘的1/2建校款 →春、秋兩季美國義工親自前中國往驗收，並拍完工學校的照片，同時考察舊學校申請學校→返美國後，整理學校照片及竣工資料給捐款人 （大約需二～ 三個月的時間）→ 寄給捐款人報告。
Schools in China
submit application à Volunteers in China review application à Volunteers in US review application à Approve application à Wire half of total construction funds to China and notify local
contacts to immediately start construction à Volunteers in China or related entities
supervise construction to ensure timely completion and quality of work à Completion of construction à Wire out remaining half of construction
funds à In both Spring and Fall season, volunteers from the US go to inspect
the schools, take pictures for completion report and also assess new
applications à Upon return to the
建校捐款人部份 / School
Construction - donors：
捐款人寄出捐款後 →等待申請審核通過的學校（需幾個月）→ 燃燈基金會依捐款人捐款時間的先後，安排審核通過的學校給捐款人 →燃燈基金會寄出申請學校的舊校資料，及學校現况照片給捐款人 → 受助學校動工至學校竣工一般需要六個月，若遇雨季或路斷或比較偏遠的山區（所有建材需由人工扛上山）則會更久時間 → 學校竣工後 →春、秋兩季燃燈基金會義工親自前往驗收並拍照 →義工返美國後，整理完工學校照片及竣工資料給捐款人（大約二～三個月整理時間） → 寄給捐款人竣工報告書。
Donor sends out
donation à Wait for schools which have been approved for construction (several
months) à EEP assigns school to donor on a first-come-first-serve basis à EEP sends out school application and brief description of school
condition to donor à Approved school begins construction – on
average, six months is needed to finish construction. However, if circumstances
are not ideal (e.g., inclement weather, bad road conditions and etc) or if the
school is located in a very remote area (workers need to carry building
materials up the mountain) then a longer time is necessary à Construction completed à Spring and Fall season, EEP volunteers
inspect completed schools and take pictures for completion reports à Upon return to the US, prepare pictures and completion reports for
donors (Approximately 2-3 months time) à Send out school completion reports to
donors
建校整個過程，由寄出捐款至學校完工，大約需要一年到一年六個月的時間。/ The entire school construction process,
from the time the donation is received to the time completion report is sent
out, requires approximately a year and a half.

資助助學 / Subsidizing
students：
學生申請過程 / Students’
application process：
貧困學生向學校申請或學校推薦學生申請，並提出相關証明文件及成績單、學生自傳及照片 →經由中國義工審核 →再由美國義工審核 →
批准後尋找資助人 → 通知學校單位，通知學生。
Impoverished
students either apply through school or are recommended by school to apply for
assistance. Student will provide report card, biography, picture and other
necessary documents à
發放助學款過程 / Distributing
scholarship：
學校在燃燈義工來校的前一星期，在學校公佈欄上公布，燃燈助學計劃受助學生的姓名、班級、受助金額等資料 →春、秋兩季燃燈義工親自前往學校發放助學款 → 由學校舉行公開簡單受獎儀式 → 唱名 → 校對受助學生個人資料 → 學生繳交給資助人的信 → 義工幫學生貼個人名牌 → 由燃燈義工為學生拍個人照 → 受助學生領助學金 → 受助學生簽收並領款 → 儀式結束後，燃燈義工與己受助學生話家常，或與新申請資助學生面談。
A week prior to EEP’s
arrival, school will post on a public bulletin borad a list detailing names of
students receiving financial assistance from EEP, their grade/class and amount
each student is receiving à Spring and Fall, EEP volunteers personally
visit each school to distribute scholarship funds à Each school will hold a public ceremony to distribute scholarship à Announce names à Verify individual student’s information à Collect letter for donor from each student à EEP volunteers put name tags on students à EEP volunteers take picture of each
volunteer à Students receive scholarship funds à Students sign form, acknowledging receipt
of funds à Ceremony ends, EEP volunteers converse with scholarship students or new
students applying for scholarship
助學捐款人部份 / Scholarships –
Donors ：
捐款人寄出捐款後有二種情況 / Two
situations donors can encounter after wiring out donation：
捐款人則在一～二個月內即可收到認助學生的個人資料。/ Donor will receive student information in
one to two months.
捐款人則需得等大約三 ～七個月，燃燈義工到中國考察之後，帶回學生申請資料，再經過燃燈的正常審核作業之後，按捐款人捐款時間的先後，將審核通過的學生安排認助人，同時將認助學生的個人資料寄給捐款人。整個過程，由寄出捐款至收到學生個人基本資料，大約需要四～七個月的時間。
Donors need to wait from three to seven months. Upon returning from inspection in
收到學生個人基本資料的影本時，內容包括學生照片及申請書、學生自傳，貧寒証明，教師推薦函等証明文件。
Student information
sent to donor will include picture of the student, application form, biography,
proof of impoverishment, teacher recommendation letter and other related
documents.
每學期（一年兩學期）捐款人會收到由燃燈基金會寄出的學生個人照片及學生給捐款人的信。我們歡迎捐款人給學生們回信，若怕影響到隱私問題，可由基金會轉寄（或轉交）。待春、秋兩季燃燈義工親自前往學校發放助學款時，義工們會將學生的照片及給學生資助人的信帶回美國，經由美國義工們整理並列印照片，同時分類學生給捐款人的書信後，再分別一 一寄給捐款人（大約二～三個月整理時間）。
Every semester (two
semesters a year), EEP will send a picture and letter from the student to each
donor. We welcome donors to write letters to their sponsored students, if donor
wishes to keep their anonymity, EEP will be happy to act as the intermediary.
After the fall and spring inspections, EEP volunteers will bring student
pictures and letters back to the

考察工作 / Inspection work：
日期：配合學生開學日期，每年在春季（三月下旬），秋季（十月中旬）前往考察驗收。
Date: To coordinate
with students’ school schedule inspection will occur every spring (late March)
and fall (mid-October)
工作時間：大約17～20天 /
Length of inspection: ~ 17-20 days
工作地點：中國四川省、貴州省、廣西省、陝西省、青海省及台灣 / Location: Si Chuan, Gui
Zhou ,Shan Xi, and Ching Hai provinces,
and Taiwan.
工作內容：發放助學金及驗收竣工學校 / Work
